Replace DetID with a 'samples' cut in the parameter yaml that lets you have a parameter only apply to samplePDF objects with a matching name

Implement option 2 from Patrick's presentation on 29th October
ie Paramter YAML has a list of 'sample' names that it applies to. This is then just checked against the SampleName parameter of the sample config.
We probably would like to allow you to add wildcards in that YAML option.
eg "SK_*" would apply to all samples whose name starts with "SK_"
