Add a new track to stream and start playing on remote

i want to achieve turn camera on and off feature.
When video off button is pressed, video stops streaming on local and remote while audio remains and also the camera light turns off. when video on button is pressed the video track gets added to the stream and starts showing on local and remote,

Below code works partially.
when turned off, local and remote video stops but when turn on again, the video starts on local but not on the remote.

Video Off:

Video On:

        navigator.mediaDevices.getUserMedia({
            video: true
        }).then(stream => {

            this.localStream.stream.addTrack(stream.getVideoTracks()[0]);
