Decommission Geostore Infrastructure

So that we can reduce our AWS bill, we need to destroy Geostore stacks that we no longer need.

Note: this doesn't include the "data-lake" buckets in the Geostore accounts which still have valuable data in them. [edit] TDE team is currently moving all the data in the data-lake buckets. Once this is verified as complete by @dwsilk we can also remove these buckets. Should possibly be a separate issue.

To do

• Empty out AWS LI Geostore NonProd-1 buckets
• Delete any stacks in AWS LI Geostore NonProd-1 (nothing to do)
• Empty out AWS LI Geostore NonProd-2 buckets
• Delete any stacks in AWS LI Geostore NonProd-2
• Empty out AWS LI Geostore NonProd-3 buckets (nothing to do)
• Delete any stacks in AWS LI Geostore NonProd-3
• Empty out AWS LI Geostore NonProd buckets
• Delete any stacks in AWS LI Geostore NonProd
• Empty out AWS LI Geostore CI buckets
• Delete any stacks in AWS LI Geostore CI
• Delete any stacks in AWS LI Geostore Prod while keeping the S3 buckets (nothing to do)
• Wait for Topo Data Engineering go-ahead
• Delete AWS LI Geostore Prod buckets
