I often get windows stuck in the Alt-Tab cycling order so that they're always to the left of the current window. I have to Alt-Shift-Tab backwards to get to them. When a window is stuck like that, I can't Alt-Tab between it and another window like I usually do between two most recent windows.
Closing the application with the stuck window and reopening it fixes it, until something gets stuck again.
Steps to reproduce
Things that often make it happen:
Dragging a file from Gnome Files (47.1) to Firefox (134.0) can make the Firefox window stuck
Dragging a file between two Gnome Files windows
While already having Sublime Text open, opening a new tab with subl FILE from a terminal. This can make the Sublime Text window stuck
Expected behavior
I expect to be able to Alt-Tab between two most recent windows with a single Alt-Tab.

I can reproduce this easily, let me know if there's something else I can do to provide more information. I may also be able to debug it myself if pointed to the right direction.
