Stateless mode

@jeffmendoza had a good idea around how a lot of devs will probably want to use Skootrs to just create a project with all the bells and whistles turned on and then not use Skootrs to manage the project. Some of these folks will not want skootrs state to be kept anywhere, not in the project, nor in a database of some sort. For this case we should have something like a --no-state flag tonot save Skootrs state in those instances.
