Should SECURITY-INSIGHTS.yml be a special kind of facet?

Might need to consider SECURITY-INSIGHTS as a special kind of facet that can be updated when other facets change. This is because SECURITY-INSIGHTS.yml declares how various things are being done and so should be updated based on what facets get created and can't be taken just on its own.
