Synsets of size 1 should always be able to inherit usage notes from their contained sense, since there is no possible ambiguity in those cases.
e.g. http://localhost:3456/dannet/data/synset-11940 vs http://localhost:3456/dannet/data/sense-21008663 - in this case it would be welcome to see that this is slang from the synset entry.
I wonder if it can be accomplished solely by way of inference?
