Feature: cel-policy: Add questions.yml

Each official policy has its own questions.yml file that allows the Rancher UI Extension of Kubewarden to have interactive UIs when deploying the policy.

Acceptance criteria

• User can define expressions and variables using the Rancher UI, when deploying the policy into a cluster via the Rancher extension of KW

Adding a questions.yaml entry for a YAML editor is blocked by the following Rancher UI issues:

• questions.yaml type: yaml is broken in several ways rancher/dashboard#10814
• Clean questions.yaml variable once the selected type is not selected anymore rancher/dashboard#10815

In addition, these are nice-to-haves:

• Feature: port Kubewarden UI question's sequenceType to dashboard rancher/dashboard#10826
• Feature: port Kubewarden UI question's hide_input: true to dashboard rancher/dashboard#10827
