Document container image mirroring for official images

What would you like to be added

[Consider whether we should] document the mirroring advice on https://github.com/kubernetes/registry.k8s.io/tree/main/docs/mirroring within https://kubernetes.io/docs/setup/production-environment/

We could also make a short URL redirect, eg https://k8s.io/official-images (to a page that helps you discover the mirroring advice as well as https://kubernetes.io/releases/download/#container-images)

Why is this needed

• People running Kubernetes in production are unlikely to discover https://github.com/kubernetes/registry.k8s.io/tree/main/docs/mirroring without a pointer
• People reading our official docs may not take https://github.com/kubernetes/registry.k8s.io/tree/main/docs/mirroring seriously; Markdown on GitHub does not have the gravitas and reputation that our official docs convey.
