I created this PR to fix the failing GitHub Actions.## Description
This PR fixes the failing GitHub Actions workflow by ensuring that the go-gitlint tool is installed before the githooks are run. This is achieved by adding a new step to the workflow that runs the 'make tools' command.

Summary of Changes

Added a new step to the GitHub Actions workflow in .github/workflows/main.yml that runs the 'make tools' command to install the go-gitlint tool.
This step is added before the steps that run the githooks to ensure that the tool is installed in time.
The make command is run in the root directory of the repository, which is assumed to be where the Makefile is located.

This should resolve the issue with the GitHub Actions run failing due to the go-gitlint tool not being found.
