[Feature] Add liveness probes to kubecostAggregator.

Problem Statement

Helper for kubecost aggregator supports only readiness probes. What doesn't allow us to trigger an aggregator restart in case of any issues.

Solution Description

Add readiness probe to kubecost aggregator containers, additionally with templated variable for "path"
