Transparency applied to HUD elements (like SBARDEF in WOOF) to mitigate OLED burn in #589

I asked about this on Discord and a few people said it might be worth looking at in the future (obviously not a priority) but thought I'd make a feature request so that it isn't forgotten.

I also know that DSDA DOOM doesn't have / will not have support for SBARDEF, but thought I'd mention it as a WOOF allows for transparent HUD elements via SBARDEF.

Reasons:
I game on an OLED monitor and burn in is a concern in all games with static HUD elements. A way to mitigate this would be to implement some form of transparency effect for HUD elements - this could be applied to minimal HUDs (not the standard DOOM HUD).

Interested to know if someone would be willing to work on this / try some things out.

Thanks for your time and all of the work you guys put into keeping DOOM alive and basting!
