We should also take into account the number of issues opened by the student as this will encourage them to create issues themselves instead of relying on the mentor.

Just contemplating how some may begin to abuse this by opening unnecessary issues. Is there a way to filter these out?

In this context, PRs can also be abused. It's upto the mentor.

PRs goal is to get merged not closed. So that's how we can differentiate between them. But not the same with issues. It'll be difficult to differentiate. It is upto the mentor. 👍
