Should not create Jira without kind

While triaging migtools/crane#47

I added:

/kind enhancement
/priority low
/triage accepted

My kind and priority here were not supported by the repo, they should have been:

/kind feature
/priority minor

Because it still got the triage/accepted label however, the GH action reconciled
it into Jira. I would expect this to be considered erroneous; we shouldn't
create a Jira ticket until the issue is considered fully triaged. This was
missing any kind type, and it didn't have a priority either.
