Switch to sending KCIDB results to topic "kcidb_new" #292

With the deployment of KCIDB v9, the submission topic name has changed from kernelci_new to kcidb_new. The old topic name will remain valid until Dec 31. Please consider switching to using kcidb_new as the topic name by that time.
