Karmada add the support for custom DNS domain

What would you like to be added:
The DNS domain in Kubernetes clusters can be customized. To ensure that Karmada operates correctly in clusters with custom DNS domains, it needs to add support for custom DNS suffixes.

• karmada-scheduler-estimator add the support for custom DNS suffix (@zhzhuang-zju karmada-scheduler-estimator add the support for custom DNS suffix #5472)
• karmada operator add the support for custom DNS domain (@zhzhuang-zju karmada operator add the support for custom dns domain #5727 )
