License file addition for easier reference

In the current repository the Apache 2.0 license notices are only available in some files and the repo-wide license file is missing. If this is not intentional providing a LICENSE file and attribution notice commonly usable for this repo would help downstream devs.
This might also help github.com auto license parsers and indexers seem to be unable to parse the filel level license text.
