[Feature] adjustable pointer in Tooltip #90

Summary

Sometimes I need to customize the location of the pointer in the Tooltip component. It would be awesome!

Motivation

Why should this be worked on? What problems or use cases does it solve or
improve?

For a better UI design, we need this custom style.
