Comments should require a rating

Comments should require a rating and, conversely, a rating should require comments.

More than once, I have forgotten to rate a talk or event before hitting "submit" and realizing a second later that I screwed up. No take backs, no deletes; instead, perma-oops.

Either make ratings required; or alert the user that they didn't rate this, which is OK, but maybe they forgot.
