FN Dispatcher recourses into private directories e.g. ".build #46

We use LocalPackageReader here

hydros/pkg/kustomize/dispatcher.go

           reader := kio.LocalPackageReader{PackagePath: p, MatchFilesGlob: kio.MatchAll, FileSkipFunc: SkipBadRead(d.Log, p)}

This will recourse into private directories e.g. ".build". This can cause problems if there a YAML files in that directory that should be ignored
