You need to have an account at http://scoutapp.com to use this plugin 
(if you don't have an account yet, you can leave this plugin in place;
it won't hurt anything).

Next Steps:
 1. Log into your account at http://scoutapp.com. Install the Rails
    Instrumentation Plugin, and note the Plugin ID.
 2. Open the configuration file at /config/scout.yml
    Put in your Plugin ID for production.
 3. Deploy your application and watch the metrics come in at http://scoutapp.com
