Describe the bug

When setting a resolution cap or bandwidth limit in playback settings, Only the web player will properly comply and request a transcode for content that exceeds these limits.

Steps to reproduce:

Go to Settings -> Playback

Under "Video Quality", select a resolution in the "Maximum Allowed Video Transcoding Resolution" dropdown. (E.g, 720p)

Tick the "Limit maximum supported video resolution" box.

Return to library and play any content exceeding the resolution selected earlier using Exoplayer/mpv/VLC.
