[cog-changes] Convert the info cog so it is a folder and not just one file

Remake the info cog so it isn't just one big file but multiple files spilt suitably.
Major changes:

• Make the info command use the get_user_info so it can work with user that do not share a guild with the bot.
• Make rinfo command that will get info about the role given.
• Make cinfo command that will get info about the channel given.
• Make a command that uses get_message to get a message and display it and info about it

Also can we alias uinfo to info?

Alternatively, we can have info be generic, and have it try and determine what kind of ID you're talking about.

I like the idea of making info generic means we won't have multiple commands doing roughly the same thing
