[cog-changes] Put role and accept command in mod cod

We need the role and accept commands found in the programming cog moved over to the mod cog.

For the role command this requires adding and command to set the channel this has to be done in and saving to the json file in case we need to reload. While also making sure it can be used in any discord guild

For the accept command this requires saving the channel the command needs to be done in, the role the user gets when they join the guild, and the role they get when they accept. This also need to be used in any discord guild.

Make the role command not send a message saying it was sent in DM but react with a tick to say it was done aswell
