Windows Server 2022, Windows Server 2008 not supported

Windows Server 2019 works. But earlier and later versions of Windows Server do not work. (Build does not work.)

Details: When building on 2022, the Wix tool fails to build the MSI installer file. When building on 2008, some other error occurred during build. Updating the version of Wix that is included in the bundle might fix this issue.

This issue is with building the repo only; the bundle can be installed and run on all versions of Windows Server. (Shooting from the hip, here. Another issue with 2022 is that the VC runtimes do not install correctly, and this is an issue for running the bundle.)
