There is an issue when completed is triggered using finished_at and the csv download or reconciliation didn't work. Expedition gets marked as completed but the percentage and updated numbers don't work.

Need to reconfigure so if it's finished, the numbers match too. Perhaps check the date on the classification S3 download?
