Support auto-scaling 'ingestonly' node pool with HPA #770

Considering 'ingestonly' nodes are stateless it would be nice to be able to control the horizontal scaling of these nodes with HPA. This is currently not feasible as there is no Deployment or StatefulSet resources created by the operator.

Are there any technical blockers to moving an 'ingestonly' node pool to be managed by a deployment?
