Bad licenses used in blocknode repo

In repo https://github.com/hashgraph/hedera-block-node: Maven:com.github.spotbugs:spotbugs-annotations:4.7.3 is used as runtime dependency and must be switched to compiletime only

@hendrikebbers is this truly a licence issue, seems to me that a dependency added as runtime to compile time only, is not related to licence. just askig so we have an appropiate Tittle and Labels.
