New effects

Here dump of effects not to forget:

• Kill Frenzy / Rampage: kill/blowup X peds/cops/gang members/cars etc in Y seconds with a Z gun.
• Water is a lava: orange water, then player in water he takes some damage, destroy boats etc
• Chaos mode: commit crimes to increase chaos-o-meter or die
• Blowup car (with a chance) on enter to it
• Share HP with your car: the player's car and player have the same HP. If something damages the car, player loses same % of his HP.
• All weapons share their ammo
• Blow up a car immediately when health is below 250
