We have a hypothesis that a Python bug is causing a problem with payday. Let's upgrade the snapshot we're using for payday and see if that solves the problem.

Workaround until then is to run payday locally.

Running payday locally isn't as bad as it used to be because it's much faster, both because of the rewrite a while ago (#2508), and because we just started rebuilding our receiver base from scratch (#3399).
