Take 'restart_suggested' keyword into consideration #4

When a patch needs a restart of a service or refresh, perform the suggested action.

In case of a salt-minion restart, restart the minion on the client. When there is a zypper update, perform a package refresh.

This should be the first task to do, before continuing with general patching.
