Regular releases for brand font team

Build time is painful for GS and GSF. Once we fix crater (https://googlefonts.github.io/fontc_crater) for brand fonts (currently GSF is fairly different in default and failing entirely in gftools) we should publish releases with binaries so they can fetch and use quickly.

For context https://github.com/googlefonts/fontc/actions/runs/12935236160/job/36078123150 shows GS building twice in 12s ... after about 2:20 fetching Rust and building the compiler. For brand fonts we'd want something close to the Fetch OTS step (times at 0s!) to obtain the compiler.

Oh nice, maybe we should go ahead and publish 0.1.0 so we have something folks could test-wire into brand font builds?
