Does Asylo enclave model map transparently to Keystone (Open-source Secure Hardware Enclave)?

Adds a proto for a CertificateSigningRequest, using the same format as
Certificate. Adds the CertificateSigningRequestFormat values for PKCS
#10 PEM and DER encodings.
