Allow using different routes when working in multiple windows in parallel

At the moment the currently active route is persisted into the extension storage, which prevents the desired behavior. We need an extra state per window (panel instance) so the route switch in one panel instance won't impact other panels.

The last used route should still be selected by default when opening a new panel instance.
