There are two ways to open Navie for a first-time:

  1. The sidebar panel "Ask Navie"
  2. Command-Shift-P "Navie"

(Some other tools add their own key command combination to launch their tool; I'm not sure if that's important to do or not, Cmd-Shift-P "Navie" works for me, but others may have a different viewpoint).
