Document per workspace level proxy base configuration and allow headers flag on GeoServer documentation

We need to add Proxy base and allow headers configuration documentation at workspace settings section.

We should reuse documentation from the global setting proxy base section and from the use headers section.

The workspace documentation to edit and contribute is located at workspaces.rst file. Please create a PR with this documentation contribution to review before merging.
