Add new link for improving an Allmaps overlay #636

Currently, the widget in the righthand column for Allmaps will say "Georeference this item" or "View Georeferenced item".

We would like to add an option for "Improving" or "Updating" the Allmaps overlay. This will allow users to get back to an item they accidentally closed or wanted to continue working on.
