FLACCL: Support for 8-bits and custom sample rates #354

Would it be possible for FLACCL to support 8-bits encoding using non-standard sample rates, e.g. 27 kHz?

This is related to vhs-decode workflows (https://github.com/oyvindln/vhs-decode/wiki/RF-Compression-&-Decompression-Guide).
