Attribute original data providers in iBoL dataset

The International Barcode of Life Database project's GBIF record: https://doi.org/10.15468/inygc6 does not include any acknowledgment or attribution to the original data providers that made their data public on BOLD systems.

Institution/depository is often included in the .xml file for specimens from BOLD, could Institutions contributing occurrences to the iBol dataset be included as creators or contributors in the the eml metadata as well as the DOI metadata for the iBoL dataset?

We could add all the institutions to the EML. However, there are currently 3.234 of them so it might cause some challenges

Note that the institution codes are available in the data (in the institution code field). Sometimes they are linked (and aggregated) to GRSciColl entries.
