Update init-testnet script to support new asset registry

init-testnet script was broken by the asset registry

i suspect the same will happen with the opengov update

i would either fix it or move the functionality to the chainspec

as discussed, let's solve it by adding an init state to the local chain spec, so we can always have testable zombienet genesis state.
