Contributing guidelines for Hadoop (HDFS) Foreign Data Wrapper for PostgreSQL

To submit a patch first fork the repository, then fix and commit the patch in the fork, then create a pull request. Make sure that that commit message includes the issue number e.g. Fix for Issue #34
