Either way allowCellular = false is not working. When I turned off wifi as expected it didn't send photo - with logs:
W/WM-WorkSpec(26574): Backoff delay duration less than minimum value

When i turned on wifi and tried to send photo I also got and photo was not sent;

I checked it now on ios its working properly.
