Quick access items should show item text as tool tip if no tooltip is set

Hi,

when you add buttons to the quick access menu, the QAT items will only have a tooltip if the original button also had one. Since the QAT items are displayed without text, however, these buttons should always show a tooltip and use the button header if no tooltip is specified otherwise.
