Release with bump in k8s to v0.19.5

kubernetes/kubernetes#95981 had been backported to 1.19.5, and the release for 1.19.5 was cut earlier today. This fixes a long standing issue with the golang client.

Flannel should be released with the dependency bumped to include this fix.
