Create new library for all operators and CRDs #4

All the types and crds will be in this library
It will import spec models from duty
Since only 1 instance of it will be running, probably incident-commander will be running it
The library will only manage syncing kubernetes crds to database
This will allow us to remove operator logic from core services and they will only use database as a source of truth
