Problem:
The " ¨ " character (https://en.wikipedia.org/wiki/Diaeresis_(diacritic)) causes circ (version: CIRC version 0.6.7 https://chrome.google.com/webstore/detail/circ/bebigdkelppomhhjaaianniiifjbgocn) to disconnect and reconnect upon receiving the message. Users who remain in the room see that the broken users quit with an "Input/output error" or a "Broken pipe".

What's worse, is if you put the umlaut in the topic, then the users going into an endless loop, blocking IRC access for them and then spamming the rooms with the messages that they keep quitting and rejoining.
