Facilitate authentication via JWT by checking with UOWS if the user is in the Instrument scientist active directory group

This is dependent on an endpoint being created by UOWS that uses the user number and returns whether or not it is in the Active Directory (AD) group, using FedIDs and Emails (to find FedIDs) to check if they are part of a specific AD group. This will likely be treated as an equivalent to the Staff DB table we manually maintain.
