Sample a CStree

How do we sample a CStree?

1. Sample causal order.
2. Sample stages and conditional probability tables.

I try to sort of mimic the code in Liams CStrees repo. But I don't really get what is meant by "stage union" here

"A function that takes in two stages s and r in the level associated to variable k in a CStree t
and returns a the CStree where all stages containing a node that appears in the stage defined by
the context given by the stage union of s and r have been merged into a single stage."
