I don't know if there is anything to be done but in case there is I wanted to report the issue. This is the error message. I don't know which package is using the newer version.

Forbidden base package replacements:
libreport-filesystem 2.12.0-1.fc31 -> 2.13.1-3.fc31 (updates)

I understand a little bit more. This is my Fedora CoreOS version.

# rpm-ostree status

                   Version: 31.20200517.3.0 (2020-06-01T17:15:29Z)

It depends on libreport-filesystem 2.12.0-1.fc31. However, the current setroubleshoot package depends on 2.13.1-3.fc31.

This issue is not a setroubleshoot issue.

I'll update and close it as soon as I learn how to list and install previous versions of setroubleshoot.
