implement SSP shift roles. Check new shiftcalendar DB in order to find out who is on shift.

Implement the SPS shifter precedence where either Starter or Parker are returned as long as they are on shift and only if neither Starter or Parker are on shift the Shifter is returned.

Don't forget to deal with multiple shift entries.

Don't forget to incorporate Flare Alert expert somehow.
